Clone a root with decisions on Windows

A decision's file is now named by its id and the first words of its title, so its path fits on Windows, and one command renames the decisions you already have.

Run eidos decisions rename-files --dry-run to see each old and new name, then eidos decisions rename-files to rename them with every link following, and commit; eidos check reports any left as decisions/file-name.   • A root with decisions clones on Windows

    A decision named by its whole title made paths longer than the 260 characters Windows allows, so a clone failed there. A name now stays near 50 characters, and a retitle renames the file only when its first words change, with every link to it following.
